T.E.F.I. Together in Europe For Integration

PAMIR SON hat sich mit drei Entwicklungspartnerschaften (EP) zu einer transnationalen Arbeitsgruppe zusammengeschlossen:

For the last 150 years, Lorraine has succeeded in integrating millions of ethnic minority people into the very fabric of regional economical and political life. Today, there is a new challenge: establishing equality for immigrants in the workplace. The unemployment rate among women from non-European countries living in Lorraine is more than twice as high as the general unemployment rate of France. Less significant the same is true for men. This huge gap is mostly due to racial and/ or gender discriminations, but not to qualifications or diplomas. Promoting equality and diversity in the workplace as an asset for the Lorraine economy is the issue which this project is trying to address. Faced with this human and economic waste, and the denial of human rights, Lorraine intends to take firm action.

The project’s aim is to fight the phenomenon of the undeclared work through a not traditional modality, that doesn’t operate using institutional channels (punitive mechanism), but avoiding the emerging of undeclared work mainly due to the difficulty of immigrants to enter in job market in a regular way. The project will try to ensure equal opportunities for immigrants and the Italian workers. At last, there is a strong will to build a wide network of public and private partners who can understand and share the project’s idea, but also by periodical meeting, contribute directly to the improvement of the actions. This involvement will also favour the specialization of people working in it and, therefore, will offer the possibility for the territory to have adequate professional figures.

Despite equal opportunities established by laws, unemployment level in regard with national minorities is higher than the average unemployment level, the national minorities are more sensitive in social area and they feel socially isolated. State support for unemployed is not sufficient; the employers are not involved in a process related to settlement of unemployment problems and labour force formation. According to research data, the unemployed representatives of national minorities are less educated; they have no appropriate professional skills and are passive. Poor knowledge of State language is an obstacle for professional training and job finding.

Den vier Entwicklungspartnerschaften war gemein, dass sie sich dem Abbau von Diskriminierungen und Ungleichheiten auf dem Arbeitsmarkt widmen. Speziell geht es um die Integration von Migrantinnen und Migranten bzw. von Mitgliedern nationaler und/ oder ethnischer Minderheiten in den Arbeitsmarkt. Um voneinander zu Lernen und um Good Practice Beispiele identifizieren zu knnen, haben sich die Entwicklungspartnerschaften auf die Einrichtung der Arbeitsgruppen „Barriers and Learning“, „Methods of Assessment and Competencies“, „Glossary“, „Mainstreaming“ und „Evaluation“ geeinigt. Die Ergebnisse der Arbeitsgruppen sind in dem vorliegenden Bericht zusammengefasst.
